Indian Government Mandatory compliance

Conformance testing, which is also known as compliance Testing and Type Testing, is a methodology, which is used to ensure that safety of product, process,or system meets a defined set of standards/Protocol before its release in the Market or maintain/upgrade the quality of product. These standards are commonly defined by large, independent entities such as the Institute of Electrical and Electronics Engineers (IEEE), and are followed by Testing engineers universally. This type of testing followed by many country e.g. U.S.A(United state of America) follow FCC Standard ,China follow GB standard, Australia and New Zealand follow ANZ standard, Gulf follow GSO and India follow BIS(Bureau of Indian Standard), TEC(For Telecom equipment) and BEE(Energy consumption and star rating).

Improved technologies, changes in laws and regulations are constantly challenging. Manufactures, suppliers, wholesale and retail industry must keep up with the pace to maintain their products compliant to relevant regulatory requirements. 

Regulations are placed to ensure that products offered does not possess any potential risks or a hazard or cause harm in intended and unintended use for end-users (household, commercial or industrial purpose) or property. Applicable standards are implemented to address such compliance issues.

What is BIS and Compulsory Registration Scheme (CRS)
under BIS.

The Bureau of Indian Standards (BIS) is the National Standards Body of India which is responsible for formulating Indian Standards was established under The Bureau of Indian Standards Act, 1986 under rules and regulations act 1987.

BIS is a national body that operates a product certification scheme to maintain quality, safety, and reliability of products in India. The BIS under CRS certification is not a uniform standard or directive that applies to all products. Instead, products are regulated by a specific IS (Indian Standard). 

Ministry of Electronics & Information Technology (MEITY) has notified "Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order, 2012". The Order since then is progressively being applied to increasing product categories of Electronic Goods. Importing electronics and information technology (IT) products without Compulsory Registration Scheme (CRS) under Bureau of Indian Standards (BIS) is now prohibited in India.

The country is tightening quality controls for electronic products to curb the rising import of cheap electronic items. As per present more than 61 products categories of Electronics Items shall need to be prior get certification to launch in Indian market which is nearly 50 percent of its total electronic products sold. To Obtain Compliance Registration scheme (CRS) for the products which fall under in the scheme to obtain certification for both Indian and Foreign manufacturers before selling of their product to Indian market according to Indian standard format which is set and implemented by MEITY (Ministry of Electronics & Information Technology). Telecommunication Engineering Center (TEC)

Telecommunication Engineering Center (TEC) is a technical body representing the interest of Department of Telecom, Government of India under Mandatory Testing and Certification of Telecom Equipment’s (MTCTE)The Indian Telegraph (Amendment) Rules, 2017, provides that every telecom equipment must undergo mandatory testing and certification prior to sale, import of use in India. The final detailed procedure for Mandatory Testing and Certification of Telecom Equipment’s (MTCTE) under these rules has been notified separately. The testing is to be carried out for conformance to Essential Requirements for the equipment, by Indian Accredited Labs designated by TEC and based upon their test report’s, certificate shall be issued by TEC.

Bureau of Energy Efficiency (BEE)

The Government of India set up Bureau of Energy Efficiency (BEE), also referred to as 'BEE' or Bureau' on 1st March 2002 under the provisions of the EC Act, 2001.

In May 2006 ministry of power Government of India formally launched the standards and labeling (S & L) scheme for its voluntary adaption in the country. Government of India enacted the Energy Conservation (EC) Act, 2001 to realize the benefits of energy efficiency through reduced energy consumption. The mission of the Bureau is to assist in developing policies and strategies with a thrust on self-regulation and market principles, within the overall framework of the EC Act, 2001 with the primary objective of reducing energy intensity of the Indian economy. Energy efficiency institutional practices and programs in India are being guided through various voluntary and mandatory provisions of the Act.
